Departmental proceedings

I am under suspension since December 2016. The inquiry officer submitted the report in January 2018 stating 'partial negligence is proved' but till today I have received no formal letter, nor my quantum of penalty decided. Moreover, grant of subsistence allowance was limited to 50% of the first three months only. Please advise on : 1. Should I go to court saying that I am being victimized and the proceedings are taking too long to complete? 2. What could be the possible penalties? 3. I missed vital points during the inquiry. Can I state them now? 4. Shall I receive my entire pay for the period on reinstatement? 5. What could be the bearing on my promotions?
