delivery not received

i have booked a swing(zoola) in an exhibition at vashi, navi mumbai in the month of august. the price of swing was rs 15000 and i have paid advance of rs 5000 on the day of booking. the seller promised to deliver the swing in 15-20 days as his workshop was in madhya pradesh. however, even after a lapse of 2 months, swing is not delivered. on every enquiry, he give some reason and promise to deliver in a week or in 2-3 days. but till the date he has never kept his promise.
what legal action can be taken. kindly advise

You can file a case before the Disrict Consumer Forum having jurisdiction over Navi Mumbai. If you feel that you are capable, you would not need even a lawyer.

You can implead the organiser of the exhibition also as opposite party.

The organisers of the stalls are also responsible to give stalls to parties of integrity. One the queryist goes to court he or she may find that the dealer is a fly by night operator. In such a situation the organisers of the exhibition should be made responsible. I am saying this with experience.
