Office of the Registrar Cooperative societies orders a special audit of a Delhi based Society for 3 years 2006-07, 07-08 and 08-09. He orders that the special audit be completed in 120 days and appointed the same auditor for 3 years. He was admitted as Auditor in Group C of the panel of auditors in the same year taht the special audit was ordered.
The special auditor did not complete the special audit in the stipulated time.
He submitted the audit report for 2006-07 - 5 months late and 2007-08 - 8 months late. He never completed the special audit for 2008-09 and withdrew himself from the panel of auditors .
No extension was granted to him by the RCS on expiry of 120 days.
My query is - in view of his inability to complete the audit in time and no extension being granted to him, can the Office of the RCS accept the special audit report and take action thereof.
