Unless you give complete details i.e. Number etc., of the GO, or paste the complete GO here, it will not be possible to even understand as to what the GO says and then to react to your query.

Thank you for the reply. I am uploading the GO's also this GO was published on 04-05-2017. My father transferred the plots to my name on 30-01-2017. The cut-off date for registering for approval was mentioned in GO is 26-10-2016. What needs to be done to get the DTCP approval.

The stand of the Authorities is clearly wrong. It is not clear whether you got the rejection in writing or orally. If in writing, you have to approach the High Court by way of Writ petition for getting the relief. You will definitely get the relief.

Orally only I was told, when I went to regional DTCP office. They didn't even receive my application. Even though I had paid 500 (for each plot) through online.

First please send your complete application through Registered Post. Keep the postal receipt and tracking report in tact in your file.
Then visit the office after 15 days and enquire. If they are returning, then tell them to return with reason for rejection.
Thereafter, you approach the Court through Writ Petition.
