contractual job

we are 9 employees currently working under a project under state Government as contractual employees.. 5 years going to be completed.. appointed by advertisement and proper interview.. during the time of appointment an agreement signed by us that we cannot claim for regular.. in spite of agreement can we claim for permanent..?
