Complaint against builder

I am a senior citizen who has a plot of 160 sq yards in JanakPuri. I
wanted to construct floors for my children so collaborated with a
builder in Paschim Vihar where I agreed to give him 2nd floor in lieu
of the contruction of 4 floors. The agreement was signed on 09 March,
2011. We handed over the house to him on 1 April, 2011. He promised to
complete the construction in 15 months.

The construction of the house has been very sub standard with many
faults. We have been in touch with him and brought all these to his
notice. The builder is now asking us to get the registry for 2nd floor
done. I told him that I will read the papers properly and will sign
them but he banged the phone on me. He has stopped all work on the
site is not even answering our phone calls. Please advise what action
can I take against him ?

Issue notice claiming compensation for not rendering better service ie., for not constructing good quality house and file a complaint
