Company changing rules after 7 years. job is under threat

A govt company has changed certain rules which has resulted in an employee being victimized. This is the mater

1. Victim joins company on basis of HSC cert.

2. Victim pursues graduation and completes it in 2006, company accepts his upgraded credentials.

3. According to rule of company, the victim is promoted after 4 years of joining company, which is the rule for Grads.

4. Company passes resolution in the year 2011 in form of a circular stating that employees from year 2004 will be subject to the 4 year promotion package only if they have graduated with 70% marks or more.

5. Victim has 50% marks so is extradited from this policy leading to a standstill in his future promotions.

Why would the company pass the resolution in 2011 for employees of 2004 onwards? This seems unfair to the victim who should have been notified at the time of his joining the company.

What are the remedies for the victim in this situation and whom should he approach to fulfill his needs? Please advise the next step to this dilemma. Thank You.
