Commercial premises on pagdi system

Hello Experts,

My father in law had leased out 2 commerical sheds in the name of his company from a Mr. X in 1983 on Pagdi System, Mr. X has transferred his rights to Mr. Y. & the rent payable has been paid very regularly ( six months in advance) and the payment has been upto date till Sept-2013.

My father in law passed away in April-2013, we paid the rent for April-2013 to Sep-2013 to the land lord, who accepted the payment, but issued the rent receipt in name of my late father-in law even after requesting to transfer it in the name of my mother in law. 

He had made a representation that he wants back the property & is ready to pay compensation acceptable to both and as per market rates. He offered us the amount which is so low that we cannot even imagine, which we refused to accept. He also accpeted that in case if we are getting higher amount he will transfer it in anybodys name provided we pay his transfer fees. When we went to ask him his transfer fees, he changed his stand and refused to accept our offer saying he wants the place to himself. 

Can you please advice a way forward for us, is there any legal remedy for us to get the units transferred in a third party's name or can we lease it out further?

Please help.
