What is the legal sanction behind setting up of the Collegium? If Justice Dinakaran refuses to go on leave what will it do? How can anybody be FORCED to go on leave if he doesn't want to? What will happen if he has no leave at his credit?

As time passes by, the collegium has evolved on the lines of 'Loya Jirga' in Afganisthan.
