College is Not Giving My Certificate

Sir, I am Aswath R Nath Studying In ICAT Media College Bangalore. Due to Some Financial Crisis Occured In My family, I asked my college to withdraw my admission and give my Certificates back. I Had paid my all my first year fees and didn't pay any second year fees to college due to my family situation. i had told my situation to the college yet they are telling me to pay the full second year fees and take my certificate back. So What Should I Do Now?
