You can engage a lawyer from outside also, in fact you can look for the services of a lawyer from this forum too and engage them on the terms of the chosen lawyer. 

before I gien any advise, i t is absolutely essential to for me to know:-

whether chargesheet is for major penalty or minor? mothod an technique of reply to both are far different.

If for minor penalty whether :-

innosence can be proved without inquiry?

are you  facing retirement/promotion / financial upgradationnin near future.

• Facts of the incident is to be narrated
• Parawise comments denying and disputing the allegations is required to be given. If not denying, porper explanation of such act is to be narrated
• Loopholes and legal irregularities made in the charge sheet, if any, is be exploited in your favour.
• If you are not able to handle it, engage a lawyer dealing with such issues
• If you cannot find local lawyers in your area, search online (as physical presence of your lawyer is not required anyways in drafting). 

Unquiry i mandatory if the chargesheet is for major penalty and the charged official denies charges.

In such case no defence need to be disclosed and only charges be denied in one sentence.
