Change in constitution

1 ) What are the events when one can say that a change in constitution took place in a  Proprietorship, 

 Partnership,  Pvt. Limited and   Public Limited Firm ?

2) Who can be the applicant for application to grant of license to an authority in case of a Pvt. Ltd.  and Public Ltd. Firm. Can any authosed person sign in the application ?
