Carrying own water in restaurants?

There are restaurants which frames rule 'Cannot carry / eat own food and beverages in our premises'.  However, if someone carries 'own' water in a bottle, is that prohibited ? Does water fall under 'beverage' ? Is there any relevant section of consumer law which I can quote to such restaurants

Restaurants owner generally scare, if food poisoning happens due to water, may cause problem to owners. No such consumer law exist.

Such ads are only to see that bonafide customers come to restaurants.
