Can a consent decree be recalled after 13 years

Hello

A consent decree was passed in the year 1999, a recall application has been made by the plaintiff after 13 years that is in year 2012. Plaintiff says he has not sign compromise purshis on the basis of which the consent decree was passed furthermore he adds that his signature has been forged/fabricated. I am interested in knowing the fact that whether recall application can be made for reverting the consent decree? Is recall application maintainable after such a long time?

Please let me know if any judgement are available pertaining to this case.
