Buying of property

Need expert advise ,i am have finalize the property when asked owner to clear the property tax he says he has paid for the year 2017-2018.i guess he shud be paying for the current year ,kindly advise. Also i have noticed in his tax receipt flat number is different to the actual mentioned in registration will it be a problem for me if i buy that please advise. Thanks.
