Broker ask me token amount for the resale property.

What is the best way to pay a token amount?. The broker is not ready to make a buyer-seller agreement.

What is the best way to pay a token amount?. The broker is not ready to make a buyer-seller agreement. He said before token amount I will not share any property document to verify. Can u please tell me what is the legal way to pay the token amount.
