B-khata flat in a-khata land

Dear Members,

I own a flat in Bangalore since 2009 and I have B-khata for it. I bought it when it was under construction and have loan approved by nationalized bank. The legal verification by bank as well as builder's legal certificate on land showed it had clear titles & was under no disputes. 

The builder when he handed over the flats after completion in 2009 did not give us the occupation certificate(OC) or completion certificate(CC). (it was our ignorance that led to taking possession without OC or CC)

I am planning to sell the flat, however many of the buyers need loan and nationalized banks do not give loan to B-khata flats. So this is a big hindrance to sale.

I am aware as an individual i can not get A-Khata by paying betterment charges. I need to take everyone in the apartment and pay betterment charges and get the A-Khata. This is a difficult task as unless someone is planning to sell, nobody is bothered about Khata at all. So it is tedious task to convince everyone to get A-khata or betterment charges. 

is there any way out for me, in anyways i can convert my flat khata?

Owners of deputy commissioner-converted properties can are eligible to obtain 'A' khata by paying the stipulated fee. The Palike will collect a betterment fee of Rs 200 per square meter in its 100 old wards, and Rs 250 per square meter in the remaining 98 wards of New Bangalore. Currently, these owners only have 'B' khata which doesn't entitle them to bank loans. Such plots didn't wouldn't have approvals from civic agencies like BDA or other planning authorities. The Palike will increase betterment fee by 10% every year

Thanks for the reply. It still does not answer my query. 

I clearly mentioned that this is a flat and not a plot of land. I am also aware that for an apartment, all the residents to need to approach BBMP together and pay the betterment fees and then get the khata for their individual flats.

So my question is, is there any alternative for me? For instance, if I am unable to convince the rest of flat owners in my apartment, does it mean I can never get A- khata done? As I said in my post, if flat members do not intend to sell the flat, Khata has no significant value for them. So they may not agree to pay the betterment fees and get the Khata done. In that case, Am i stuck to the flat for life?

Please advice the alternatives for me.
