animal rights versus Huamn Rights: which should prevails?

Dear Respected LCI Members, this is a kind of SOS to all the right thinking members as well as the Indian citizens. I have also posted the same matters in the past. In 2004 more than 30 Elephants migrated from Assam Kaziranga Forest and made their habitat around Doyang Hydro Electric Project., between Wokha and Zunheboto Districts. The area comprises of about 20 villages. By nature the animals  loved going around in search of food to the determeintal of those surrounding villages affecting their paddy fileds, orchards etc, which is their only means of livelihhod. For all these years the surrounding villages livelihood have been badly affected by the menace of Elephants and even several persons have been killed. I have personally visited those affected areas on the request of some friends, and i also pleaded to them not to killed the elephants and petition the National Human Rights Commisssion New Delhi, to visit the affected areas. Not only that the villagers had also petitioned to the Forset and Environment Minister of Nagaland to take necessary measures. But not action has been taken till today except some relief to the villagers. Now the situation has  become unbearable, as the elephants have started entering inside the village itself and they can not even go to their fields. The issues now is whether Elephants will live or Human beings will live: that is killing all the elephants including some newly born elephants.So whether animal rights will prevail over human rights or human rights will prevail over animal rights.? Can some of you kindly take up this matters to the Union Ministary of Forset and Environment? Thank you all in advance.

your question is very genuine. if govt fails to protect human life and their property, then it is quite natural that people will take law in their own hands
