About secretary resignation

I stay in Dombivli. Our building is 25 years old so we all take decision to renovate. One committee member take responsibility of builder and work coz builder is his frnd. Now Builder demand more fund than Quotation and our secretary and chairman paid 90%payment to builder now Builder said pay me all money or I will stop all work. and secretary said I am resigning now
