Restoration of petition

On filing Restoration Petition under Order IX Rule 4 to set aside order of disnmissal for default, the District Court passed orders for 'Notice to Defendants' despite my protests that the Defendants did not fulfill conditional orders for payment of costs and all the Defendants set exparte. Please express your views on the matter

Under which Rule of ORDER IX was the order for dismissal passsed?

Y was the cost imposed on the defendents?

 

"all the Defendants set exparte"

Explain this phrase. What u actually mean to say?
