in my opinion there could be no such rule or judgment, moreover the powers of NHRC are merely recommendatory in nature. they can not pass any order without hearing the other party. it must be observed that the SC and HCs have passed judgments reprimanding the Human Rights Commissions for exceeding their limits.

Thank you Kiran. I am glad hearing what the SupremeCourt and the High Court are doing in this aspects, when the NHRC acts in haste without taking into considertions the human aspects when the victims of HRs violations approach them. Actually in one of my complaint filed before it, the NHRC disposed the case even without examining the complainant and the victims.
