Delay in constructing flat

We have booked flat in  2015 june & we paid whole amount for that  . flat  completion time 18 months   . but still the builder   finished basement  level . as per the agreement  . he agrees to pay  Rs5000/-  as rent for delay in  completion  . but not paid  rent also   . what action can  take against builder .
