Arbitrary fines being leived by educational institution's hostel for missing the attendance.

My college's hostel is levying hefty fines on students who miss their attendance, which is supposed to be marked daily in the morning and evening.
The fines are crazy high. They are in an incremental order, where the 1st miss - Rs. 1/-, 2nd miss - Rs. 100/-, 3rd miss - Rs. 1,000/-, 4th miss - Rs. 2,000/-, 5th miss - 3,000/-, 6th miss - 4,000/-, and so on....

Now if someone missed their attendance for a total of 7 times in the complete span of 10 months of his stay at the hostel, he would be fined Rs. 15,101/-, and on average if the student misses a total of 10 times during his stay, which is like once a month, the fine would be Rs. 36,101/-

 

Are there any laws, which prevent institutions from levying such hefty fines?

Whether any such rule of the institution agreed at the time of acceptance to stay in hostel ?

Students staying in the Hostels by the laid down discipline. The authorities can ask those violate the norms, willfully to vacate. However, they have no authority to impose fines, whatever be the context. such an exaction is illegal.

The parents have agreed for the terms and conditions at the time of admitting their children but why should they grumble when it comes to them as an effect of their wards committing the mistakes.

The solution for this, they may have to represent the matter during parents teachers meeting or they can resort to legal action if they have substantial evidence

To my knowledge, imposing a fine is a sovereign function and amounts deprivation of property, however trivial the  amount levied. Of course, the hostel authorities can discipline the wayard wards and even expel them, if the situation so warrants.
