Police can not (has no power to) register case of "home violence" as alleged by you.

Dowry case is true or false depends upon evidence, which you are "concluding" as false is your personal perception, law/court will decide the issue.

Engage and consult a local senior lawyer for proper appreciation of facts, guidance and proceeding.

Sec 498 A Domestic Violence Case would be First Filed in the Local/Concerned Police Station Only and then only the Case would be Sent to the Court.

Domestic Violence Case will not be filed directly to the Court.If Police do not file the Case then the Sec 200 CrPC would be the remedy Seeking the Court's Consent in the matter.

Most of the offenses stated in DV Act also attract IPC provisions
