Stolen bike

Dear sir
My friend recently lost his bike near by his home when he went to police station to file an FIR the police ignored to file FIR and CSR as his bike is not insured. Is insurance mandatory for a stolen bike in order file an FIR or CSR. Suggest a legal procedure

keeping uninsured bike itself is offence. police cannot refuse FIR only thing is that you will not get anything from insurance.

This FIR will save you from criminal liability against any misuse of this bike by any stranger in any part of India.

Theft and insurance are two different and independent issues, do not correlate.
Police can not refuse to lodge FIR, however, submit it on line.

Police cannot refuse to register FIR. File written application for registering FIR as a precautionary measure of misuse of bike.
