Is NOC is required from DM to purchase Dalit' land in UP

Hi,My name is Wasim Ahmad Chouhan,I lives in Jhansi.I have done a registered agreement with a dalit by paying him 40% of the deal amount to purchase 10.5 acres of his total land.Basically he is from the same town but now he is living in Indore since from past 20 years.Is it is necessary now to take the government permission for the registery.Or as per the new ordinance which has approved by the UP Governor Mr.Niak the registery can be done directly.

Please provide the corrective measure I can take.

purchase of SC/ST land by general category person without NOC?

Anytime land can be snatched and the seller has no obligation to return the price.

please check thrice before stepping forward in the trap wherein you have set your foot.

Was this land assinged or his own land? If the land was an assinged land, NOC is must from Revenue authorities. to my best known as per UP amendment bill, a dalit can sell his land when he shall keep a minimum land of 3.5 acres and more that may be sold. there are some restrictions in UP amendment bill. so check with an experienced Advocate or revenue officials before purchasing.

Consult a local prudent lawyer.

There is no such land as 'Dalit Land' nor is there any legal prohibition as regards to the property owned by an SC/ST person. It is only that lands in certified localities are of limited transferability and/ or certain assigned lands have such conditions annexed to the grant. So, first of all, try to ascertain the tenure of the land.
