Study leave

I work in am autonomous hospital in Delhi. I opted for an NOC to appear in an entrance exam to pursue MSc Nsg. but the hospital had issued an NOC stating that it will not grant any study leaves incase of selection. I want to ask can an autonomous body issue such an NOC? Can I challenge it? I list admission this year even after I cleared the entrance exam since the hospital refused for study leaves basis the noc.

even if they issue no NOC or cancel the NOC you cannot challenge the same.

Please guide if the autonomous hospital issues an NOC stating it will not grant study leaves then how will the employee grow further in profession, is it not the arbitrary use of powers by the organization since its like cutting wings even before you fly, is there a way out

NOC for entrance exam, if granted, does not bestow you any right to claim study leave. If selected, i will be in the interest of your own career, you will have to manage at your own expenses, may be by getting your leave due or leave without pay or by resigning from your post. Study leave cannot be claimed as a matter of right.
