Sir, One plot was named on my late mother, my father has leased tha plot to builder. The builder is allotted eight flat on my father's name. now my father wants to gift among their chid(four brother & two sister) .Now my question is how the flat will be gifted by father, what procedure is required.Should i go to sub- registrar os some other .

How the builder (a lessee) who has no title, claim or interest in the property can allot 8 flats to your father?
If the title of plot (owned by your deceased mother) has already been transferred in the name of your father he can gift it to any one by means of registered Gift Deed, however, title (ownership) of the plot is required to be re-checked through a local lawyer.

You might be mistaking with the concept of lease.. please clarify.
If the title of the mentioned flats is with your father then your father can execute a gift deed in favor his children. Visit a local lawyer or visit the office of the sub-registrar of the area where the property is located.

In the given facts( though not clear),the issue raised is to ask about the procedure to register gift-deed. It is very simple. gift-deed is to be drafted,executed and registered before the registrar as per procedure.
What is your grouse to contact to registrar? If your father is absolute owner to the property, he is free to make its gift to his brothers and sisters.
