Hi,
1. I have purchased a Villa in Talegaon, Pune in September 2016 but has not yet paid the Transfer Fee to the society. Now the society has sent me a mail threatening me that if I do not pay within 7 days they may restrict my entry into the society. Please let me know if the society can do this. Also let me know if there is any timeline to pay the transfer Fee.

The rules regarding the time or mode of payment or any other internal issues of the society are being decided by the society itself. There is no specific law governing about these internal issues.
But yes, the society cannot restrict you to enter into your own premises. You can always approach the asst. comm. office of the coop societies, located near wadiya college, pune, by presenting an application about your issues.
