My employeers not giving salary since nov 2015

sir, I'm working in an engineering collage in haryana as a assistant professor.They were not giving increment me and my colleague since 2011, and they are not giving our salary since nov. 2015 .Actually they run an medical collage also, there are huge irregularities in these collages and they collect huge amount of loan on these collages. MCI has stopped their admissions. they were told that they have no money to pay salary. and in march 2015 they disconnect electricity, water supply etc from these collages by which people have to go. and they not have to pay salary, gratuity. At our joining they take security money(one month salary),now they are not paying that amount also. there were one more deficiency in salary, they transfer salary in bank account and after transferring they take some amount return back.

What is the exact order, if any, passed by the management in your case and in case of other employees working in engineering collage in Haryana, where you are working?
Has it circulated in writing that it does not have any money to pay salary, arrears and gratuity,etc etc to employees working in in engineering collage in Haryana, where you are working?
Or has it declared so in case of medical colleges run by it?

Dear Virendra Kumar Yadav,
Mr. Kumar Doab is in the habit of complicating the problems by loading several pages of irrelevant material on the author to create confusion in his mind. Earlier, his advice along with links has been proved totally as misleading and false through those links. So he has now started sending links through private messages, so that the links may not be examined by me to caution the author about his ill intentions.
For example, Mr. Kumar Doab tried to load the author of the problem pertaining to "wife's share to property" with his irrelevant junk of HUNDREDS OF google searched PAGES consisting of amendment of Goa Educational Rules and an Act of succession after death oof the owner, while he was still alive. A question arises, when the problem did not have even a remote concern with education in Goa, for what purpose that link was provided?
Another example can be seen in the problem of the author concerned with purchased property without sale deed, but he gave the colour of adverse possession due to that even the experts could get misled and concentrated their advice about adverse possession of the property. Another interesting feature about Mr. Kumar Doab is, he always remains hidden, as he appears with a fake identity. He has not shown his real name, photo and location in his profile at LCI.
He has very openly refused to come forward with his real identity (name, photo and place of his location) at his LCI profile, even on several repeated requests.
EVEN IF YOU REQUEST HIM, YOU WILL SEE FOR YOURSELF THAT HE WON'T SHOW HIS FACE, NAME AND LOCATION, so that you may not know, who is misguiding you and with what of his intention.
FOR EXPERIMENT SAKE, YOU MAY LIKE TO TRY AND ASK HIM TO UPDATE HIS PROFILE WITH HIS REAL NAME, PHOTO AND PLACE OF LOCATION. I AM SURE, HE WON'T OBLIGE YOU.
So, how you can expect any legitimate advice from a person, who always remain in hide?
