Gratuity payment is governed by two bodies : 1) Gratuity Act - Parliament has to enact the changes 2) Individual Bank's service Regulations. How can anybody predict the acts of these two bodies?

You are referring to amount to be paid or amount without tax treatment or amount to be subjected to tax treatment?

Maximum 10 lacks is payable at present and same was payable on 01.01.2016.
