refund of tuition fee on withdrawl from college

Sister completed 3 months in christ college bangalore.
now she wishes to withdraw.
what are the rules under UGC as to the said issue.can the college refuse .on asking them the college says no.but that any college will do . point is ,do I have a resort under UGC rules to my rescue?

Dear Client,

UGCs standing instructions re there that no government t approved college should retain fee and original certificates of the student if the student quits the course midway.The college is bound to refund her fee on prorata basis.The college rules that fee once paid will not be refunded has no legal sanctity. college must refund her fee on prorata basis.

As per public notice issued by UGC all the Institutes are directed to refund fees/money of students for the period not attended by the students.If college refused to refund fees,knock the door of DCRF having jurisdiction.
