Juvenile

(Querist) 24 June 2016 This query is : Resolved 
An under 16 years aged juvenile was arrested under NDPS Act
But police remanded him in general court as adult of 20 years. Charge sheet was also filed and mentioned him as 20 years adult
Now the petitioner want to transfer him in juvenile board.
Is transfer possible?
If possible in which section and ACT it is possible?
Please give proper section

Normal practice

Many narcotics gangs employ juveniles and police knowing weakness of law in most of he cases register them as 18+ and save the hassle of going to juvenile court.
