After submitting final report from police,magistrate accepted it after one notice regarding 354 offense... Now can we file protest petition??

Cout might have given you notice at the time when the police was submitting the closure report and the court might have given you an opportunity to protest the same and even if the same was accepted, you might have been given an opportunity to get that complaint treated as of a summon case and further proceedings must have been initiated. You have not mentioned elaborately what had happened 3 years ago and the reasons leading to your long sleep over the matter.
