Is an NRI person able to execute a power of attorny in favor of his nephew though he has left indian citizenship since 1962 and accepted American citizenship. With the special effect with GREEN CARD HOLDER

Citizenship does not make relationships severed. He can do but after adopting right process and through right channels.

They are called persons of Indian Origin. If they have any movable and immovable properties in India, they can execute Power of Attorney to deal with the matters. There is a special process how to execute POA in such cases.
