Dear Sir,
I have received a show cause notice from Factory Inspector regarding contravention of Sec.21 of Factories Act, 1948.
i.e. Fencing of Machinery
He has mentioned that, why legal action should not be taken against you.
Kindly provide me the format.

Explain your side with justifiable reasons and sort it out amicably in given time.Try and Meet the Concerned Officer in Person.If things are beyond your Limit/Control Consult a Local Good Advocate.

Section 21. Fencing of machinery.- In every factory, every dangerous part of any machinery- every moving part of a prime mover and every flywheel connected to prime-mover, the head-race and tail-race of every water wheel and water turbine, and every part of electric generator, motor or rotary converter, every part of transmission machinery- must be securely fenced by safeguards of substantial constructions. The State Government is empowered to frame rules in this regard.

It involves safety of workmen
SAFETY IS EVERY-ONE'S CONCERN
Take help of Safety Team, Consultant, take action to fense machinery, Report back to Factory Inspector that you had taken necessary action, and re invite for further inspection and guidance.
Safety rules are our friends, not Enemy.
Adher to it.
Stopping of Production / Factor involves unemployment, starving or workmen, Production Loss, Excise Tax Loss to Govt. So Factory Inspector will not do it, it only warn, so immediately comply with their requirements, to avoid accident.
Send Compliance Report .. with Thanks + ++ if reqd..
HAVE REGULAR safety audit : Visit every month, ask suggestions to be safer..
It cost less, less fire insurance premium, less hazards .. improves safe working conditions. Improves productivity and profit. Let all be involved in safety. Monthly Reports with Workmen as members including management Team ..

You should read it carefully to understand if your arrangement of safety is as that is required by the factory act or you are deficient on that count.
In case you think you are okay with act deny
allegations else remove objections , telling justified reasons why you could not do it earlier?
