wheter a bank can encash any account payee cheque bearing no person's name but only bearing account number instead.

Better discuss the real problem instead of posing an academic query. As an advocate, you should know that practical implication of law depend from case to case with reference to the characteristics of the case vis-a-vis the circumstances under which the event happens.
