How to start a land development company

Dear Sir, I have bought agriculture land (close to 20 Acre) in maharashtra and I want to sell it to friends through legal way. I see lots of development companies who sell farm lands to customer. What exactly is that ? Can I also start a development company and sell land legally.
What do i need to do if I have to set up such company?

your friends will have to be agriculturist only then can they purchase agricultural land in mahrashtra . for formation of company contact a local lawyer

Of course I will consult local lawyer for sure.
Let me put the question differently, how does land developer work? Do they for a company to do this deal with their customer? What is the arrangement? How do they execute this kind of business of buying and selling of lands? I hear that they do some alternative arrangement instead of buying lands from farmer on the name of their company.
I will need some specific lead to really understand this and based on that I want to approach advocate.
