can cost be awarded by an arbitrator through an interim award without deciding merits of the claim or counter claim?

we are the respondents in the arbitration. we have not submitted the cost of arbitration. we are of a belief that the onus to deposit the cost of arbitration lies on the claimant and not on us. However, if we make a counter- claim then, we would be expected to pay the requisite amount, and as of now we have not made any counter claim. so, the arbitrator has passed an "INTERIM AWARD" to pay the costs. but if we go by the words of Section 31(8) the arbitrator is entitled to fix the cost of arbitration only in an "AWARD".
please advice.
