On what ground the registrar should deny registration?

Just check what is the meaning of resident. Residents are those who reside in the locality. If a tenent resides in a house, he is a resident of that house. When the owner does not reside there, how he can be a resident?
Raj Kumar Makkad (Expert) 25 June 2013
Registration cannot be denied on that ground.

Rent agreement is sufficient proof of present RESIDENCE.

IDs are generally of PERMANENT ADDRESS .

OBJECTION OF REGISTRAR IS NOT SOUND.
