House owner trying to extort money from tenant regarding current bill. what to do?

Facts of Case:
Tenant is paying a current bill of 350/- for a 2BR Flat.
Suddenly LandLord/House Owner came and said that Tenant's bill is mixing with their current(Phase) bill.
Hence, they are getting more bill and asked us to pay the bill.
It was informed that is Owner problem and was informed to complaint it to Electric Department.


After week:
Some electricians came and trying to change our meter and their meter.
Their identities was not given and understood that are private electricians

The Owner is informed to lodge a complaint with Electric Department and then do anything.
And is further instructed to keep as it is till then.

Subsequently electric private people did some thing (changed wires). We are sure they made some mischief but we don’t know what it is.

Query:
Can a sealed meter be changed/touched without any order from the Electric Dept.?( Govt.)

What to do if tenants get more bill next month?

Can private electrician come and change the meter wires from one meter with another.

Who would be the competent authority to look after such issues?

Though he is a LandLord/Owner, he has a right to do so, as and when change things when ever he gets more power bill.

Any tampering of electric meter is a criminal offence and triable by sessions court.
Do not take it lightly. If you doubt any mischief is done, make complaint with electricity department at once.

Yes. This shall be treated as a theft of energy which is an offence under section 135 of Electricity Act. Landlord or owner has got no right to temper the seal of the meter through private electrician.

If you want to make its complaint, do it to the nearest electricity complaint centre of your area.
