Indian getting married to european in Europe.country of marriage requires certificate that indian getting married was previously never married or is married at present.
What is the procedure, requirement and competent authority to issue the certificate!

If such certificate is to be issued from India then Tehsildar can issue it on the basis of affidavit and report of Patwari.

If The Indian is in forgien, can he get it from Indian High commission/counsulate in that country.

Depends upon the country law where the marriage is going to be cermonised. However, if the requisite certificate of not/never mareied is proved wrong on wrong statement of the applicant at any time later, he should also be ready to face dire consequences of misleading the court of law.
If already married, better he should get divorce legally before making another marriage.
However, if not married already, certificate from Indian High commission/counsulate in that country, if the High commission/counsulate is ready to issue, will have more value for that country than that issued by any Indian Court, as even if the certificate is issued by any Indian court that would also have to be got attested from the Indian High commission/counsulate in that country.

High commission has no power or authority to issue such certificate.
