Notice U/S 138(2) of N.I.Act

notice sent U/S-138(2) of N.I.Act through Regd. post with A/D and it was returned unserved with postal endorsement " NOT KNOWN ". cognizence taken by court stating it is good service.
i) is it so ?
ii) whether cause of action arises if notice returned with remark not known?

Unless the notice is served, no offence is made out for default of payment within fifteen days. Here in the present case the party is not residing in the address and hence there cannot be a service of notice. Cognizance taken by the court is quashable.
