Vague query!
How are you aware about sections 190, 200 & 13 of relevant Acts, and how, as a husband, not aware about who can file a DV case?

PWD Act is for the protection of women from domestic violence not for men to make complaint against women for domestic violence. You want to make complaint against your in laws and police for some criminal offences than first clarify what criminal offence they have committed. If these offences are cognizable offences than your complaint should be made in the police station and proper FIR got registered. If these offences are non-cognizable in nature that direct complaint has to be made to the court by you.

Analysis of Mr. Jigyasu reveals as if it is an academic query of a law student. Apparently, a layman cannot be expected to know the sections of Acts, unless he is a lawyer or a law student required to get the academic exercise solved with reference to the sections of relevant Acts.

To Mr.Jigyasu and all so called Experts. I was expecting a very high learned answer and not typical local vakeel kind of answer who don't know nothing about LAW. PWDVA is for women and children than how come CNR:MHAUO3-012418-2017 got filed in court. There seem to be lack of legal knowledge by panelist claiming to be Expert in this site.
2) Regarding Complaint on in-Laws and police: Crime by both parties are Abatement, Conspiracy, Defaming and needless to say that police got bribe and cheating on petition. I was also assaulted by police.
3) As usual police is gender bias and will not book FIR against themselves or Wife side people so was asking about PRIVATE COMPLAINT
4) LAST Question and very Important one: How to file Private complaint without lawyer directly in court and need serious answer as per constitutional LAW and provisions

Yes, you can file the complaint without engaging a lawyer. There are not many forms or formalities involved. The complaint need to be supported by an affidavit bringing out the facts. You may take assistance from an advocate's clerk in the local court.

yes u can file the complaint in person before the Ld MM u/s 190/200 crpc, but not under PWDV Act. Infact, for every case, u can file the case in person. If you want to engage lawyer/or legal aid that you have to give them POA or sign his Vakaltnama as client
