One can not serve private concern while working in Government Concern.

Your younger brother needs to refer to the Conduct and Discipline Rules applicable to him in his organisation.

Someone has said to me that it's possible when you give 1/3 of your salary to government.
Is it right ?

Unless he obtains an express consent in writing from his new employer/ recruiter, being the central government,he can not continue with old employer.
However he can participate in sports activities as an amateur that too he shall have to quit as and when asked by the Government.

With reference to your supplementary query, it can be said that your initial query was not correct.

At first, you did not give facts about the problem, if any, of the case and made an academic generic query as if desired to have information for your general knowledge.

Secondly, by doing full time job in Central Government organization, your brother cannot give full time service during or even after office hours on regular basis in any other organisation, what to say of a private organization.

So, better state the real problem and the timings of service in both the organizations, if he really wants to do some additional job work.

Don't expect that we should continue to ask you questions after questions to seek the most needed information from you. If you don't want to share detailed information on this open forum, you may better send the same to me with confidence through email at: dcgroup1962@gmail.com

Your query has been properly addressed by experts, particularly by expert Mr. Dhingra and Mr. Prabakar Singh. Hence, don't be under any misguidance of 1/3rd share etc., on hearsay information.
Sudhir Kumar, Advocate (Expert) 27 September 2015
Not possible. The govt employee is liable to be thrown out if he continues with private job.
