Under what Law, if it is under Income Tax Act, then definately NO and under Companies Act they can Certify to the extent the Cost accounts are concerned and not any more than that.

Yes. ICWA can very well audit financial accounts.

Statutory Audit of financial statements wherever required needs to be done by a CA, however if any firm wnats to get its financial statement audited voluntarily to check its accuracy & correctness + internal audit etc can be done by a CWA.

Role of a Cost Accountant is totally different than that of a Chartered Accountant. Hope experts will concur with this point.
