Where to file form xiii compliant against notary in mumbai

Dear Sir
I would like to know where to file complaint against a Notary in Mumbai. Kindly let me know the AUthority, Address & contact nos.
My complaint is for below reasons:-
1. Notary is NOt displaying the schedule of various charges
2. Notary refused to issue receipt
3. Notary didn't register my document with sl no in Notary register
4. Notary charged me Rs 150 against Actual Fee of Rs 15+ Rs 25 Stamps for Notarising the Deed of Undertaking prepared by me for my Son's admission in Class XI. I had carried the Typed document on Stamp paper.

Pl advise me asap so I can file my complaint and save general public from such Notary.

notary is generally charging Rs 150 for notarisation of documents in mumbai .

however he is bound to issue you receipt and enter the document notarised in notary register

Well. He didn't issue Receipt nor entered teh document in Register stating that it is not reqd.
But Notray charges are listed out in Notary Act 1952 (Third Amendment) Rules 2012. It list the charges for Notarising Deed of Underatking as Rs 15 + Rs 25 Stamp chrges = Rs 40. So CHarging Rs 150 is cheating.
Pl tell me where do I lodge the complaint. Pl provide full name of Govt dept, Postal address & phone no if any. I have already Form XIII duly filled.

Spoke to Supdt at Mantralaya. The Notary in my case is appointed by Govt of India. However Suptd confirmed that i was overcharged & I have a case.
Now below is process:
1. Write your complaint in Form XII format.
2. Attach xeox of Notarised Doc as evidence. It should show Notary seal etc. Notary seal will also state if he is appointed by Govt of India or Maharashtra Govt. Accordingly comlaint is to be made.
3. If Notary is appointed by Govt of India, send complaint to N Delhi address :

Below are Notary charges as on 2 Sep'2013.
9.Fees for issue and renewal of certificate of practice and extension of area. The fee for the issue and renewal of certificate of practice and extension of area shall be as under,­
a) issue of certificate of practice ­ Rs.1000;
b) extension of area of practice­Rs.750;
c) renewal of certificate of practice­Rs.500;
d) issue of a duplicate certificate of practice­Rs.300.]

10.Fees payable to a notary for doing any notarial act
(1) Every notary may charge fees not exceeding the rates mentioned below, namely,­
(a) for noting an instrument if the amount of the instrument does not exceed rupees 10,000 : Rs 35
if it exceeds rupees 10,000 but does not exceed rupees 25,000 : Rs 75
if it exceeds rupees 25,000 but does not exceed rupees 50,000 : Rs 110
if it exceeds rupees 50,000 : Rs 150
(b) for protesting an instrument : Same as above
(c) for recording a declaration of payment for honour :Rs75
(d) duplicate protests : Half the charge of Original
(e) for verifying, authenticating, certifying or attesting the execution of any instrument : Rs 15
(f) for presenting any promissory note, hundi or bill of exchange or acceptance or payment or demanding better security : Rs 35
(g) for administering oath to, or taking affidavit from any person Rs15
(h) for preparing any instrument intended to take effect in any country or place outside India in such form and language as mayconform to the law of the place where such deed is intended to operate Rs 150
(i) for attesting or authenticating any instrument to take effect in any ountry or place outside India in such form and language as may conform to the law of the place where such deed is intended to operate Rs 150
(j) for translating and verifying the translation of any document form one language to another : Rs.75
(k) for noting and drawing up ship's protest, boat protest or protest relating to demurrage and other commercial matters: Rs.150
(l) for certifying copies of document as true copies of the original :Rs.5/­ per page minimum Rs.10
(m) for any other notarial act :such sum as the appropriate
government may fix from time to time.
(2) The rates of fees to be charged by a notary shall be displayed by him in conspicuous place inside as well as outside his chamber or office.
(3) In addition to the above fees, a notary may charge the travelling allowance by road or by rail at the rate of rupees five per kilometer.
