You can draw your next increment after three years and the loss of three increments will continue throught your service period.

I totally agree with the views of Mr. Isaac.

In case it was not cumulative, then immediately after the punishment period is over, the government servant can get the 3 increaments back. In this situation, the govt. servant would have lost the monetary benefit of the increment only for a period of three years.

However, in the case of cumulative effect, the three increments lost is lost for ever.

Dear Prashant,

Stoppage of increments with cumulative effect is a sort of prmanent loss of the amount equivalent to three increment till the retirement. The increment loss with cumulative effect also affects pension, family pension and gratuity due to decreased emolument at the time of retirement. So, it is a sort of permanent effect till life.
