I am 31 Year Old Working In A PSU Wan't to Change My Name & Surname Please Tell Me Process..And Also Name Change Impact On My Historical Document's Adhaar,Voter's ID etc.

If you want to change your name in school records and marks card, you will have to file a suit for declaration and mandatory injunction against your schools and colleges where you have learnt and against State Govt and DDPI by following sec. 80 of CPC

You can change your name by following the laid down procedure and based on that changes could be effected in the Aadhar, Passport, Election ID etc. But your educational certificates would remian unchanged.
