It is good that you have re posted your querry with your name, otherwise one after another experts who are regulars would have come with objections why without NAME which does not have any rationality.

Coming to your problem if your are in Raj you can do it but not in other states.

If the stake is big you can move high court and even APEX COURT that appeal is the right of the accused so no conditions should be imposed otherwise it is denial of this right.That is exactly what RAJ HC has told.

Meanwhile at least you can get time for payment of fine on the plea that matter is pending before higher courts.

It depends on the appeal court.
In most cases appeal/Revision is not admitted unless 50% of the amount awarded in the decision is paid.
